Upgradation of Stenographers, stenotypists and private secretaries approved by establishment division

On 4 August 2011 The Establishment Division finally approved the up-gradation  of Stenographers, Personal Assistants and Stenotypists. The case of  Up-gradation of Stenographers was pending since a long time. Khalid Raiz and four other file a case in Federal Service Tribunal with the valid points that
          "The Supreme Court of Pakistan upgraded the post of Junior Auditor(BPS-11), Senior Auditor(BPS-16), Assistant Accounts Officer(BPS-17), Divisional Accounts Officer and Accounts Officer(BPS-18) 4 March 2010in the Department of CGA Islamabad. The posts of Stenographers, Stenotypists and Private Secretaries were not upgraded at all.
         
 Hence, Representing the Stenographers Khalid Riaz and four others file an appeal to the head of  Department but their demand was not met.Then  Khalid Riaz file an appeal in Federal Service Tribunal against Controller General Accounts and others.
      
 On 6 December 2010 the FST remanded the Department and order passed in APPEAL NO.774 TO 778(P)/CS-2010 FILED BY KHALID RIAZ & OTHERS VS CGA AND OTHERS. The wording of FST are
     "The appeallants are Stenotypists and Stenographers, Their request is that their posts be upgraded as has been done in the other Departments, The request of the appellants shall be considered by the Establishment Division , Controller General of Accounts and Finance Division Sympathetically".

      On 7 July 2011 Ministry of Law, Justice and Parliamentary Affairs approved the up-gradation of Stenographers on the light of all facts and  recommended the up-gradation of Stenographers.
     
      Finally on 04 August 2011 Establishment Division took a step in favor of Stenographers and up-gradated the posts.

Upgradation of Stenographers, approved by law division and CPLA is going to be filled

    The Supreme Court of Pakistan upgraded the posts of Junior Auditor(BPS-11), Senior Auditor(BPS-16), Assistant Accounts Officer(BPS-17), Divisional Accounts Officer(BPS-17) and Accounts Offer(BPS-18) with effect from 04.03.2010 in the Department of CGA Islamabad. The posts of Stenographers, Stenotypists and Private Secretary were not upgraded.Hece, the Stenographers file an appeal to the Head of Department but their request was not considered properly. Then an Appeal Nos.774 to 778(P)CS/2010 file by Khalid Riaz and 4 others Vs Controller General of Accounts and other in the FST Islamabad.

On 6.12.2010 the FST remanded the Department and ORDER PASSED IN APPEAL NO. 774 TO 778 (P)/ CS-2010 FILED BY MR.KHALID RIAZ & OTHERS VS CGA ETC. The wording of the FST are

"the appellants are Stenotypist and Stenographers. Their request is that their posts be upgraded as has been done in the other departments. The request of the appellants shall be considered by the Establishment Division, Controller General of Accounts and Finance Division sympathetically". With this direction, the appeals are disposed off.
The case was referred to Establishment Division and Finance Division for advice for the implementation of the ibid judgement.

The Finance Division send the case to the Controller General of Accounts, AG Khyber Pakhtunkhwa and Establishment with the request " to kindly be informed Finance Division to what action has been taken with reference to FST Judgement in the instat case. On Jan. 13, 2011 now case in Establishment division for further process.
